    Currently, my layout shows a page list in block layout at bottom of content, above footer.

    I’d like a centered inline set of links across bottom of page. I can accept everything in one footer line (i.e., copywrite, site page links, webmaster email) or having the site’s page links above the footer (containing copywrite and webmaster email).

    You can use the footer widgets(Appearance -> Widgets ) to place your custom menu links(Appearance -> Menu ) widget in one of the footer widget areas.
